It would seem to me that they would be the most likely culprit to be held liable, as they were presumably under a duty to, well, provide security services related to the expected mass of people at Walmart. I had heard some talk of people blaming the police, but the police response has been that Walmart invited the mob scene to occur and the police were not obligated to intervene unless they were called to the scene. It's an interesting angle, but frankly, I think the police are correct. They had no affirmative duty to anticipate the swarm of people at Walmart and further, absent complaints, the public should not have to pay for essentially police security guards at private business centers when the business themselves have caused and advertised for the mob.
